Ribbing the Cuff

Quick question for a beginner
I am knitting a sweater and just finished the ribbing, the directions say to:

"change to larger needles and purl the next row, dec 20 stitches evenly space across."

Should I switch to larger needles by purling a row regularly and THEN start my row of decreasing? Or do I switch to larger needles while I am also decreasing?

Have the larger needle in your right hand and purl your stitches onto it and at the same time decrease 20 stitches spaced evenly across the row. This will set you up for starting the body of the sweater.

Yes, just purl the next row with the larger needles as you decrease.
