flat i-cord

Is there a way to knit a piece of cord that lies flat as opposed to the tubular shape of "normal" i-cord. I saw mention here a "flat strap" (http://www.ravelry.com/projects/ConvolutedString/neck-down-wrap-cardigan-263)
on this sweater with slipped side stitches and would like to replicate a strap like this, but have been unsuccessful thus far at tracking down directions for the technique. Any help would be most appreciated.

There is a way to make a flat strap, but it's not i-cord. The Sweater Workshop has a method that is flat. You can probably get it from your library.

Here's a double knit one if all you need is a strap or belt.
