ok I'm making this sweater vesthttp://www.klaam.com/sheknits/PDF%20files/Child%20Vest.pdf and i need help again,where you divide for the v neck,i have put half of my st on a holder and but i need help whit right front,it says knit across 4 st of neck edge,SKP,finish knitting row.Is that 4 st before you come to the garter st?

You should have the 4 stitches of garter at the beginning of the row for the right side, and 4 stitches on hold with the left side.
What they're telling you to do is to do the decrease after the 4 stitches of garter are knit. You want to keep those 4 edge stitches as they are, but do the decreases on the first stockinette stitches after that.
