Casting on at the end of a row

I am knitting a shrug style babies jacket. The border is added after, and I am just starting the Left Front. The pattern says cast on 2 stitches at the end of a row. How do I do this, sounds daft I know, but I have not grasped it yet. It creates a hole like edge around the garment. Help please

You would use a knitted or cable cast on which can be done best by turning your piece and holding the needle in your left hand. Or you can use the backwards loop CO with the needle in your right. Look at the Basic Techniques section here for Cast Ons.
