I couldn't find any links to the actual pattern, but there are plenty of bloggers out there who've done it.
here (http://roninknitter.wordpress.com/2006/08/15/vintage-velvet-scarf-wip/) is a link to one of them.

The cables in this are reversible. The pattern confuses the poo out of me, and the book (Scarf Style by Pam Allen) does not provide a chart. Has anyone else here done this without a chart, and have some advice, or if anyone does have one that'd be really spiffy *.*

I don't really know how to do it, but I did a google search for "reversible cable pattern" and got several promising links. This one, the first hit, seems like it would help:

I have the book, but have not yet knit this scarf. There are several people that have knit it in the Scarf Style kal (http://scarfstyle.blogspot.com/), perhaps one of them can help you.

Where, exactly, are you having the problem?
Perhaps if you type up a cheat sheet, this is always helpful to me.

I guess my main problem is that I don't know what it means when it says slip marker? .

Also, I'm having issues keeping track. (I prefer charts for patterns like these).

All 'slip marker' means is that you are going to move the stitch marker from the left needle to the right. It does not involve making any stitches, it is simply moving it from one needle to the other.

I understand, it's often hard when you are used to a certain way.
I use a magnetic strip placed over the row that I am reading. Some people place a piece of paper over the current row, too. I also use a row counter, too.
